1. Where your scope comes from

Your scope of practice is the legal ceiling on what you're allowed to do. It doesn't come from one place. It comes from three, stacked on top of each other.

At the top sits the National EMS Scope of Practice Model, published by NHTSA. It's the document that defines what each EMS level — EMR, EMT, AEMT, Paramedic — is educated and nationally certified to do. So if a question asks what document defines scope of practice by level, that's your answer.

But the model is not a law. It's a model. States take it and adopt it, adapt it, or restrict it when they write their own EMS regulations. So the model tells you what an AEMT is trained for nationally. Your state tells you what an AEMT is legally allowed to do here.

And then your medical director narrows it one more time, down to you specifically, through protocols and through what they've credentialed you to perform in that system.

So three words the exam uses precisely, and you need to keep them straight:

You need all three lined up before you touch a patient. National certification without a state license means you can't practice at all. A state license without your medical director's credentialing means you can't perform that particular skill here, even if you're licensed to perform it somewhere.
