Airway management is not one skill. It's a ladder: position it, clear it, hold it open, ventilate if breathing is inadequate, then oxygenate. You climb it in order.
So a bag-valve mask cannot ventilate an airway full of vomit. It just drives the vomit deeper into the lungs. Skip a rung and everything above it fails.
